The youngest son of William Foord and Sarah Anne Thorpe. His baptism was on 7th November 1860 at Smeeth. His father was a land agent. They had a large family of ten children. In December 1867, when he was seven, his father died. He was sent to Chatham House Grammar School, then Oxford University. In May 1872 the family changed its name to Foord-Kelcey. He was at Pembroke College, matriculating on 23rd October 1879, aged 19 and gaining his B.A. in 1884. While studying at Oxford, he made two appearances in first-class cricket for Oxford University both in 1883. His brother and nephew also played cricket.
His final home was Far Corner, Northfield Road, Headington Oxfordshire.
He died in Barnwood House and was buried in St Lawrence churchyard on 14th January 1931
