Officer Preston on Saturday summoned a jury of twelve good men and true, to inquire into the case of one Franklin White, of unsound mind and incompent to care for himself or property. He resides on East Hill, is about 48 years of age, and is son of Otis White, deceased. From the testimony presented, there was no question but that he is, an idiot and entirely incompetent to take care of himself.

Frank was deformed and not right from birth, his sister Mary cared for him and her other brother, Otis Jr., (who was also listed as "idiot" in the census) until a point when she could no longer continue. When Frank entered into the "County Poor House" on the 13th of September 1887, his reason for being there was listed under "Existing Cause of Dependence" Idiocy. Listed under "Remaks" This person was born an idiot and is so deformed that he can not stand or sit erect. He is entirely helpless and requires the attention of a child. He is unable to talk or understand.
