"Captain JJ" was a Mexican War soldier and Iowa steamboat captain; road and railroad builder; businessman and politician. As a young man in Maryland, Snouffer joined a corps of volunteers to fight in the Mexican War; eventually he rose to the rank of sergeant. He married Ann Jemima White in Maryland in 1849, and they moved to Iowa in 1852. In 1858 he and partners built the steamship Export (later named the Black Hawk). He became her captain and engaged in commercial traffic on the Cedar River. He was an Overseer of the Poor, a Township Trustee, a member of the Cedar Rapids city council – he was elected repeatedly as an Alderman during the years 1856 to 1878 – and acting Mayor. He was a prime mover in establishing the city's Water Works, and also the Street Railroad (trolley car system). He was actively involved with the Iowa State Agricultural Society for 16 years, was president of the Iowa Millers Association for many years, and was president of the Miller's Association Insurance Company of Iowa.
