William was born "Max Fox", son of Aaron Fox and Esther Kott Fox. He married his first wife, Helen Garrettson, as "Mark W. D. Fox". William's World War I draft registration shows him as "William Maxwell Fox Dean", and gives a birth date of 12 October 1872. He may have been born on 12 October, but it was 1876, since his brothers William and Sam were born in 1872 and 1874, respectively and his next younger brother, Keever, was born in a documented year of 1877. No World War II draft registration has been identified, which would also have a birth date, although he may have been too old in 1942 to have filled out a draft card. In any case, his World War I draft registration is the only known source of his birth date, since no birth record has been located.

On William's marriage license application to marry his second wife, Elizabeth Agnes Merry, he stated his name and occupation correctly, and that he had been married before and was divorced, but he provided the following incorrect information, certainly in deliberate fashion: his age as 53 (which suggested a birth in 1878 when he was born in 1876); his father's name as William instead of Aaron; his father's birth as England when it was Poland; he stated he did not know his mother's maiden name (unlikely since the rest of the sons did); and that his mother was born in England (it was Poland and he would have known that, too).
