Albert was a son of Rolla and Sarah Jane Lowry Peckinpaugh. He moved to Rulo Nebraska around 1868, where he owned and operated a drug store, later moving to Chicago and was a salesman for a wholesale grocer for many years. His first wife was Maggie Samuel. They had one son, Omer. Maggie died in 1883, and Omer died in 1879. Albert later married Lew Emma Berry. They had no children.
