Warner is the son of David Newburn and Gula Elma Wood. In March 1845, David, his wife, and minor children transferred their Hicksite Friends membership from Elk Monthly Meeting to Clear Creek Monthly Meeting in Putnam County, Illinois. This probably included Warner.

The 1850 Federal Census of Putnam County, Illinois, taken u November: Warner is 15 years of age and living with his parents and siblings on the family's farm. His occupation being farmer and attending school.

Warner served in the Civil War. He enlisted 11 August 1862 into the Illinois Springfield Light Artillery Regiment Battery. He was a resident of Wenona, Illinois at the time. He fought for the Union. He served in Captain Vaughn's Independent Battery, Illinois Light Artillery with the rank of Corporal. He was mustered out upon his death on 29 March 1963
