Information shows that he was a nephew of Zeke Proctor. Information in MyHeritage.com shows that Zeke Proctor had a brother named Johnson Proctor, who is more than likely Charlie's father.In The Cherokee Nation.

WAGONER, I.T., Aug. 17 -

Two men were shot and killed and another mortally wounded at the annual convention of the national party in the Cherokee nation, 10 miles north of Tahlequah. The killed are Eli Wofford, chief of police in Tahlequa, and Charley Proctor, a deputy sheriff. Leonard Williams, sheriff, was wounded fatally.
