While I have not yet located a marriage record for them, Louie Bowen Mead is on the 1910 Census in Potter County, Texas, so regardless of where Fannie was born, their marriage probably took place in Potter County, Texas. Fannie is located in Van Zandt County, Texas in the 1900 Census with her father, James M. Cheser. However, James M. Cheser is located in Montague County, Texas in the 1880 Census, so I feel that it is more likely that Forestburg, Montague County, Texas is her place of birth.
