Joel Ballard, 77, Oneonta, died Nov. 28, 1996, at a local nursing home. the Blount County native was the son of the late Grady and Eunice Ridgeway Ballard and husband of the late Margie Ilene Singleton Ballard. Retired from Republic Steel, he was a member of Oneonta Worship Center. Survivors include daughters Janette Standridge and JoAnn Moss, both of Oneonta; five grandchildren; and three great-grandchildren. Rev. L. G. Jones and Rev. Hollis Preston officiated services Nov 30 at Mr. Ballard's church. Pallbearers were Billy Alldredge, George Alldredge, Robert Blackwell, Pat Fraser, Charles Singleton, Eugene Singleton, David Singleton and Mark Singleton.
