Shirley was born to John A. & June (Norenburg) Richter of Hingham. In 1966 the family moved to Havre and Shirley graduated from Havre High School. She married David Clouse in 1970, they divorced in 1974. Shirley graduated from Northern Montana College and worked at a bank, the state crime control office, and the state fire marshal's office in Helena. She returned to Havre and worked for Big Brothers and Sisters and the Social Rehabilitation office. Shirley died at a Havre hospital due to a heart condition. Brothers: Ronauld, John, Russell, Lee, Alvin.
