The son of William & Nancy (Gearhart) Stover, in 1860 he was living on his family's well-to-do farm in Antrim Township, Franklin County, Pennsylvania.

A Civil War veteran, he was drafted at the stated age of twenty-five in Franklin County October 16, 1862, mustered into federal service at Harrisburg November 4 as a private with Co. G, 158th Pennsylvania Infantry (aka "Drafted Militia"), but quickly promoted to 1st sergeant. Promoted to 2nd lieutenant effective May 1, 1863, he honorably discharged with his company August 12, 1863. His brother William was his captain.

He died at a niece's home in Greencastle, Franklin County. His obituaries make no mention of military service.
