Cecil was educated in the Charles County Public School system. He work for 35 plus years as a construction worker and retired in 1986. He enjoyed spending time with his family, taking them on outings and would always have his cooler packed. He was known for playing horseshoes (left handed). Yes, he could show his grandchildren plenty of mini-golf (Tiger Woods had nothing on him). Gardening and tinkering on cars was also a passion of his. In addition to working on other projects, he built his home and garage. He was a dedicated Redskin fan enjoyed his time with his family.
He is survived by his loving wife Louise (Roberta) and their eight children: Curtis, Francine, Carlton, Hilda Riley (Robert), Phyllis Headd (Gary), Elizabeth Robinson (Paul), Louise, Cranston (Pam), and his oldest daughter Agnes "Pat" Washington (Coleman).
Cecil has two brothers, Oswald and Earl Jordan and one sister, Edna Livingston, devoted sons-in-law, daughters-in-law, many grand, great-grand, and great-great-grandchildren, sisters-in-law, brothers-in-law, and a host of nieces, nephews, relatives and friends.
