Son of Thomas Filmore and Helen Harman Cook of North Carolina, Vance was one of 14 children. He married a neighbor girl, Delia Corda Johnson, in 1904. They moved to Idaho first, then Washington, and finally to Ballentine, Montana. Vance worked with the Railroad. He must have died accidentally, as his World War I Draft Card was completed on September 12, 1918, just six days prior to his death. After he died, the young family was able to remain in housing provided for railroad workers. Delia would eventually remarry Gilbert G. Sather.
