Sanford was the son of Duncan and Naomi Locklear Brewer. He married Mary Etta Oxendine on Jul. 9, 1944 in Bennettsville, SC, and their marriage produced three sons and two daughters. They divorced on Dec. 30, 1980. He married Frances Lucille McCraw Cregger on Feb. 21, 1981 in Prince William County, Virginia.

He served in the United States Army during World War II.
