On July 31, 1950 she was united in marriage to Speight Fondron Parks. He preceded her in death on January 21, 1953.
On February 5, 1951 she was united in marriage to Jack Wilson Winningham. He preceded her in death on January 21, 1983.
On November 11, 1986, she was united in marriage to Herbert Clark Hoover, who preceded her in death on January 1, 1995.
Frances was devoted to her family. She worked hard and for many years and was Food Service Supervisor at Western Hills Nursing Home in Comanche, Texas.
She was a member of the Church of Christ in Sidney, Texas and later became a member of the West Side Full Gospel Church in White Settlement, Texas.
