Between 1938 and 1940, he commanded the cruiser Tuscaloosa, where he twice hosted President Roosevelt.

Graduated from the Naval Academy in 1908.
He participated in the Nicaraguan campaign in 1912 and the occupation of Vera Cruz in 1914, when he was senior engineering officer aboard the USS Annapolis.
USS Arizona, Guantanamo Bay, Cuba in 1920. At various times he served aboard the battleships West Virginia, California, Minnesota, and Arizona, and on the cruisers Yorktown and Minneapolis.
He retired in 1946 as commander of the Naval Training Station in Sampson, New York.
