Evangelina was born in Mexico to Mariano and Guadalupe Rodriguez in 1881. (The social security death index has a birthdate of April 26, 1877.)
Evangelina married Ignacio Picon. They arrived in Arizona in 1914. Ignacio was a miner. The 1920 census locates the family in Cottonwood, Yavaoai County, Arizona. Ignacio Sr (36), Evangelina ("Angelina" 38), Herminia (16), Anna Maria (14), Gustavo (10) and Ignacio Jr ("Natahito" 6). Guadalupe Garcia (18) was listed as a daughter-in-law. Ignacio Sr. was working at the smelter. Evangelina was employed as a cook at a boarding home. The 1940 census finds the family living in Clemenceau, Yavapai County, Arizona. In the household are Evangelina (58), Ignacio Sr (55), Guadalupe (38), Ignacio Jr (26), two granddaughters Berta and Gloria Rodriguez, and a lodger Otilio Rosas (39). (Their oldest daughter Herminia had married Frank Razo.) Later Otilio and Guadalupe were married.

Ignacio Sr and Evangelina lived in Clemenceau until the time of Ignacio's death from pneumonia in 1960.
At some time, perhaps after the Jerome, Arizona smelter was closed in 1948, Guadalupe and Otilio Rosas moved to Ajo, Arizona. Evangelina's other daughter Herminia and Frank Razo also may have relocated to Ajo about that time.

Evangelina moved to Ajo after the death of her husband and lived with her daughter Guadalupe Picon Rosas. Evangelina died from cancer at the St. Joseph's Hospital in Phoenix on September 12, 1966. Her death certificate notes that the remains were removed to Ajo, most likely for the funeral service. The document does not note if she was laid to rest at the Ajo Cemetery where her daughters were later buried or if she was buried in Cottonwood near her husband.
