Cecil married Bess Jeannette Hansen in 1923 in Liberty, Missouri. They had a daughter Sybil Marie, born in Illinois.
In 1930 and 1940 they lived in Jefferson, Missouri where he was a Civil Engineer for the Missouri State Highway Department.
Cecil served in the Army as a Major, Field Artillery, from 1940 to 1946. In November 1940 he was called to active duty, assigned to quartermaster construction work. His permanent station was Jefferson Barracks but had a temporary duty in Washington, D.C. and Fort Monmouth, New Jersey.
At some point Cecil and Bess retired to Sun City.
He was survived by Bess and daughter Sybil.
