He was born June 11, 1938, in Lincoln County, a son of the late Walker and Josephine Manuel Peters. He was an assembly line worker at R.J. Reynolds Tobacco Company and attended the Wagersville Pentecostal Church. He had lived in Estill County all of his life. He is survived by:
