Joseph was the son of Ansel Bailey and Rutha Tipton, born in NC but lived most of their married lives in Fannin County, Georgia. His siblings were John M., Eliza Jane, Hiram Madison, Mary Ann, Stephen Calvin, Lovie, Martha, Nellie, Garrett Franklin (aka George D.), William Sherman and Josephine.

Joseph married Louisa Jane Garland, daughter of Rickles Garland and Sarah Bailey. They had children Levi, Jane, Henry Sanford, and Ruth Anna (Honeycutt.)

Joseph and Louisa were in the 1870 census of Fannin County, Georgia living next door to his parents Ansel and Rutha, but apparently by the mid 1870s had moved to Arkansas. Since the youngest daughter, Ruth Anna was born 9 May 1879 in Story, Montgomery County, Arkansas, and the Family Bible say he died 13 Oct. 1879 and it is likely he is interred in Story, but may be in an unmarked grave.
