His parents were both born in Norway, but I have been unable to find their names. His obituary, From the February 15, 1965 edition of the Rockford Register-Republic, does not show their names, or Oscar Mellom's exact date of birth. He lived at 1218 W. Pleasant Street, Freeport, Stephenson County, Illinois, and worked as a mason contractor for many years. He married Frances Sarah Darrow on November 23, 1904 at Blanchardville, Lafayette County, Wisconsin. They lived there until May 1913, when they moved to Freeport, Illinois.

Oscar E. Mellom served in the Spanish American War, and for many years served as commander of the local encampment of Veterans of the Spanish American War.

He was mayor of Freeport from 1924 to 1929. He served part of an unexpired term on the Freeport city council before being elected mayor.

He and his wife were the parents of Darrell J. Mellom and Leota (Mrs. Elmer J.) Hoffman, both of Freeport, who survived their father and mother, and also of Vades Marie (Mellom) Borneman, wife of Edwin Borneman, who predeceased her father on January 25, 1935. Oscar and his wife Frances raised Vades' children after her death. They were Robert Borneman and Mrs. R. J. (Barbara) Eudeikis.

Oscar E. Mellon was survived by two brothers, Jack of Ithaca, Wisconsin and Frank of Richland Center, Wisconsin, and three sisters, Mrs. Josephine Cunningham, Mrs. Irene Shelby, and Mrs. Lillie Scholes, all of rural Richland Center, Wisconsin.
