George M. Outhwaite was the son of George & Harriet (Hodson/Hodgson) Outhwaite. The family moved from Cleveland, OH to Zanesville, OH, where Harriet died in 1847. Later that year, George Sr. married Mary Ann Pool of Zanesville. The family moved from Zanesville to New Castle, PA, by the 1860 census and to Osceola, MO, by the 1870 census. George Sr. and Mary Ann had four biological children together.

George Jr. became a lawyer and had a practice in Osceola with his brother Joseph H. Outhwaite, who was later elected to the U.S. Congress representing Ohio from 1885 to 1895.
