Bill served in the U.S. Airforce from 1946-1949 and was a life member of the Disabled American Veterans , Capitol City Chapter #8. He retired from the Michigan State Police in 1992 after 19 years of service. Bill had a lifelong love of books.

He was preceded in death by his parents, Clarence and Olive Higgins; his devoted wife, Harriet Higgins; and sisters, Grace Hunt, Arlene Meade and Dorothy Lyon. Surviving to cherish his memory are his step-daughter; 2 step-grandchildren; 2 step-great grandchildren; brother, Harold Higgins; and several nieces and nephews.

Funeral services Thursday, December 3, 2015 at Gorsline Runciman Funeral Homes, 900 E. Michigan Ave., Lansing, followed by interment at Fort Custer National Cemetery in Augusta, Michigan.
