Franklin Taylor Garrett was born was born on October 22, 1886 in Pickens, South Carolina, the son of John Thomas Garrett (1862–1899) and Margaret Rosetta "Etta" (O'Bryant) Garrett (1864–1955).

When he signed his June 1917 World War I Draft Registration Card, he was 30 years old, single and a sawyer for a flooring company in Pine Bluff, Arkansas and indicated that he was missing his "right fore-finger and thumb."

He was married about 1918 to Maggie Sunnons(?), who was born about 1898.

A clerk for Central Oak Products and living at 506 24th Avenue North, Nashville, he was 54 years old, married and diabetic when his right foot was amputated due to gangrene: He died of "acute bleeding" on November 10, 1940 at Nashville's Protestant Hospital and was buried the next day in Mount Olivet Cemetery, Nashville.
