Born in Oakford, Mrs. Carter was the daughter of Ryal and Clara Skaggs Armstrong.
Surviving are one son, Jesse R. Ott of Springfield; one daughter, Martha Ott of Springfield; two brothers, Edward Armstrong of Chandlerville and Clarence Armstrong of Springfield; one sister, Eliza Ahrenkiel of Athens; one grandchild; one great-grandchild; several nieces and nephews.
Services will be at 11 a.m. Friday at Bisch Memorial Home, with the Rev. William Zander officiating
Burial will be in Roselawn Memorial Park.
