Victoria was the daughter of Peter DeHan or Duhan, an Irish immigrant. Her mother Elizabeth, who was born in Mississippi, appeared to have the maiden name of Soomey or Sooney.

Victoria is shown in the 1860 US Federal Census, living in St. Francis, Phillips County, Arkansas, with her mother Elizabeth, her sister Ellen and her brother Peter. In 1870, she is living in Searcy, Phillips County, Arkansas with her first husband William F. Jones and their two daughters, Louisa and Francis. In 1880, Victoria is living in Guadalupe County, Texas with her second husband, John Baptist Chessher and children Sadie, Lien, Frank, Sally, Ida and Edmond (twins). In 1900, a widowed Victoria is living in Guadalupe County with children Richard Emerett, Donnell, Minnie and Almar Howell. At the time of this census, she indicates she is the mother of ten children, all ten of which are living. Finally, her death certificate #24387 shows her dying in Guadalupe County of kidney cancer. Her death certificate does not show her place of burial, but family bible records, referenced on the Gonzales County TxGenWeb page, indicates she was buried in Belmont Cemetery. Her grave may be unmarked.
