William was born to Giano Gordon Utley Seay of Goochland County, Virginia and Elvira Coats Hamlett of Nelson County, Virginia.

William married Frances Elizabeth Thorington on December 24, 1876 in Scotland, Missouri.

Born to this union: Edna, Ethel, William Gordon, Hattie, Dorris Lester, Thomas Alfred and Leland Clifford Seay.

All of these children were born in Missouri with the exception of Edna and she was born in Iowa.

By 1905 William and Frances had lost one daughter, Hattie.

William's occupation was a farmer. According to the 1900 census William was born in Mar 1854.
