Bertha is a daughter of Joseph Christian Poulsen and Joan Marler. She is the fifth of eleven children born to them. Her siblings are: Joseph Christian, George Marler, Irving Washington, Mary Freda, Gertrude, Charles Marler, Lena Melba, Keith Marler, Helen Joan, and Wayne Mathews. Her parents were both born and raised in Cache Valley, Utah and lived the first few years of their married life there but moved to the Teton Basin in Idaho shortly after Bertha's birth. Her father farmed in Clawson and Leigh Canyon.
Bertha married Ernest Lester Briggs on October 29, 1930. Their only child, Ernest John, was born the following year. They lived in Newdale, Idaho.
