Lucy was deaf and was one of the first three students to attend the Kentucky Asylum for the Deaf and Dumb (now, the Kentucky School for the Deaf) in Danville, Kentucky, founded by her father, state senator Elias Barbee of Green County. She never married. In the will of her father, Elias Barbee, the following provisions are made for Lucy:

... I give unto my daughter Lucy Barbee, my Negro girl Betsy a horse, saddle and bridle, and as I am living with my son inlaw (sic) B S Owens where I expect to continue while I live and it is probable Lucy will continue to live with me and after my death it is my will and desire that my executor provide funds out of my estate to the amount of three thousand dollars to be vested in such funds as my executors or a majority of them may think proper and one hundred dollars paid to the person or persons with whom Lucy may choose to live and also one hundred dollars to be paid to her annually to keep her in decent clothing to be laid out by her as she may choose.

Although Lucy may have lived with her sister, Elizabeth Owens for a time, she lived out her life with the family of her sister Frances Durrett who died approximately 6 years before Lucy.
