He was born in April 1886 as Bouke Hoogeveen in the peatdiggers village Nieuw-Amsterdam, municipality Emmen, in the southeastern part of the Dutch northeastern province Drenthe, son of the 39 years aged smith Wiebe Wietzes Hoogeveen and Geesje Vos.

His brother Henderikus Jentinus Hoogeveen (b. 1884, Nieuw-Amsterdam) emigrated on 14 April 1906 to Canada, but he married on 21 April 1913 in Delfzijl, in the utter northeastern part of the Dutch northeastern province Groningen to Eelje Veldman.
His siblings Broer (1891, Nieuw Amsterdam) and Roelfina Hendrika Hoogeveen (1893, Nieuw Amsterdam) emigrated on 7 June 1912 to the USA.
On 21 May 1913 Bouke (1886, Nieuw Amsterdam) emigrated also to Canada, with his father Wiebe Hoogeveen, his mother Geesje Vos, his siblings Grietje (1878, Emmen), Hendrik Jacob (1895, Nieuw Amsterdam), Stijntje (1897, Nieuw Amsterdam) and Catharina Marchiena (1899, Nieuw Amsterdam). It's very likely that they sailed with Henderikus Hoogeveen and his fresh wife Eelje Veldman to Canada.

His mother Geesje Vos Hoogeveen died in 1916 at the age of about 60 years in or near the former tiny Dutch settlement of Cramersburg in the utter southwestern part of the Canadian south central province Saskewatchan, district Maple Creek. Son Robert (Bouke, 30 y, single, head of household, immigrated in 1908 [sic]) was living there in 1916 with his father, widower Wieba Hoogeveen (71 y, immigrated in 1913), his sisters Styn (19 y, immigrated in 1913) and Cathine Margine [Catharina Marchiena] Hoogeveen (16 y, immigrated in 1913), all born in Holland.

Robert Hoogeveen died in 1946 at the age of about 60 years, probably in or near his burial place, the tiny village of Shackleton, Southwest Saskatchewan, Canada, which had in 2011 7 houses and 10 people.
