He was born in July 1845 as Wiebe Wietzes Hogeveen (High peat) in the peatdiggers village of Appelscha, municipality Ooststellingwerf, in the southeastern part of the Dutch northern province Friesland, son of laborer Wietze Wiebes Hogeveen and Jentje Hendrikus Tiegelaar.

On 29 April 1870 Wietze Wiebes Hogeveen married in Oosterwolde, the seat of Ooststellingwerf, at the age of 24 years to the one year older Wytske Merks Hoeksema, born in the peatdiggers village Oudehaske, in the midsouthern part of the northern province Friesland, daughter of Merk Sipkes Hoeksma and Meintje Alberts Bosma. She died in 1872.

On 17 April 1874 the 28 years aged widower and smith Wietze Wiebes Hogeveen married in Emmen, in the southeastern part of the Dutch northeastern province Drenthe to the 11 years younger Geesje Vos, born in Vries, Drenthe, daughter of peat laborer Jan Vos and Grietje Jagt.

They had in the peatdiggers village of Nieuw-Amsterdam, municipality Emmen, province Drenthe the following children:

On 14 April 1906 their son Henderikus Jentinus Hoogeveen (born in 1884 in Nieuw-Amsterdam, municipality Emmen, province Drenthe) emigrated to Canada, but he married on 21 April 1913 in Delfzijl, in the utter northeastern part of the Dutch northeastern province Groningen, to Eelje Veldman, born in Appingedam, Groningen.
On 7 June 1912 their son Broer (1891, Nieuw Amsterdam) and daughter Roelfina Hendrika Hoogeveen (1893, Nieuw Amsterdam) emigrated to the USA.

In April 1913 grocer Wiebe Wietzes Hoogeveen (67 y) and Geesje Vos (56 y) were living in the peatdiggers village Nieuw-Weerdinge, municipality Emmen, in the southeastern part of the Dutch northeastern province Drenthe.

On 21 May 1913 Wiebe Hoogeveen (67 y, smith, Christian Reformed) and Geesje Vos (57 y) emigrated also to Canada, with their children Grietje (1878, Emmen, with her husband Hendrik van der Vinne, 1881, Odoorn, province Drenthe, Christian Reformed, laborer, and their 3 sons, Wibbe, Jitze and Jakob), Bouke (1886, Nieuw Amsterdam), Hendrik Jacob (1895, Nieuw Amsterdam), Stijntje (1897, Nieuw Amsterdam), and Catharina Marchiena (1899, Nieuw Amsterdam). It's very likely that they sailed with son/sibling Henderikus Hoogeveen and his fresh wife Eelje Veldman to Canada.

His wife Geesje Vos Hoogeveen died in 1916 at the age of about 60 years in or near the former tiny settlement Cramersburg in the utter southwestern part of the Canadian south central province Saskewatchan, district Maple Creek. Her widower Wieba Hoogeveen (71 y) lived there in 1916 with their children Robert (Bouke, 30 y, single, head of household), Styn (19 y) and Cathine Margine Hoogeveen (16 y), all born in Holland. He lived there still on 1 June 1921.
