He was born October 23, 1954, in Baton Rouge, Louisiana to J.W. and Dawn (Russell) Webb. On January 3, 1997, Jay married Kathleen Wentz Altazan in Mountain Home. There was no distance too great to visit folks and explore along the way. An adventurer who enjoyed the ride more than the destination in all facets of his life.

Former employers included area manufacturing facilities in the electronics, plastic, and boat building industries as well as an insurance agent and held a securities license. He served in the United States Air Force, during the Vietnam era. Jay served on security in the missile silos in Arkansas, was stationed in England and served in Vietnam. Jay Altazan was a Christian, and follower of our Lord Jesus Christ. He was an ordained minister. Jay also mentored and served his community in several capacities including the Baxter County Alternative School TIME Mentoring Program, formerly on the board of the No. Ark. Food Bank and supported the Arkansas Baptist Boys Ranch in Harrison.
