When he was 19, he married Stephannie Anne Strezt, daughter of Clarence Stephen Schumisch and Carmen Lucille Rochford, on 18 May 1974 in Reno, Washoe, Nevada, USA.

He attained the rank of SGT (E-4) in the US AIR FORCE. He has lived in Washington, California, Oklahoma, and Florida. He returned to live in Bakersfield, Kern County, California, in 2010. He was buried on 11 Dec 2014 in the Bakersfield National Cemetery, located in Arvin, Kern County, California.

Our dearly beloved father and brother went to rest with our Lord and Savior due to complication from diabetes. Leroy was the third child of Leroy Sr, and Virginia Carter. At the age of 18 he joined the US Air Force and served from 1972-1976.
He leaves behind four children, Calvin Brammer of Oklahoma, Kimberly Manning and Alex Brammer of Texas, and Cassandra Brammer of Missouri. Two brothers Michael and Thomas of (Fremont) California; two sisters Virginia (Bob) Sears of (Albany) Oregon and Donna Keswick of California. His grandchildren Kari Ann Brammer, Amanda and Jonathan Manning, Haven Poe, William and BrieAnna Brammer. Several aunts, uncles, nieces, and nephews.
He is preceded in death by his father Leroy Sr., mother Virginia Pannett, sister Barbara Chandler, brother Joseph Brammer, and grandson Colton James (CJ) Lee Guthrie.
Interment will take place Thursday, December 11, 2014 at the Bakersfield National Cemetery at 12:30 pm in Arvin, CA. A family gathering will follow at his sister's home in Tehachapi.
