Cynthia Viola Staggers (Lula) was born in Butler County Alabama, the daughter of John N. Staggers and Mary Elizabeth Holmes. In about 1874 or 1875, the Staggers moved with several of Lula's great-aunts to Milam County Texas. Her father died there shortly after their arrival, leaving Lula's mother with three young children.

Lula Staggers married Preston F. Chandler in Milam County on 15 June 1885. He was the son of Enoch Chandler, born about 1837 in Texas. Preston worked as a foreman on the railroad. They lived in nearby Fayette County in 1900 but had returned to Milam County in 1910. Preston died between 1910 and 1920.

Lula continued to live in Milam County Texas until 1920, but sometime after that she moved to Austin Texas, where she worked at Camp Mabry, a military institution. She remained there until about 1935, when she returned to Milam County to live with her daughter.
