Joseph was the son of Joseph Hull Scarlett and Ella Belle Tharin Scarlett. He was raised at Brunswick where his father was engaged in the livery business. The family relocated to Perry, Florida where, in 1910, his father was engaged at a lumber mill. In 1925, Joseph was a resident at 318 West 57th Street in New York City where he was engaged as a clerk. Joseph was engaged in the investment business when he married to Alice Evelyn Fitch on 27 May 1939 at Briarcliff Manor, New York. They made their home first on West Fourth Street at New York City. The family relocated to West Orange, New Jersey about 1945. Joseph’s last known residence was at Maplewood, New Jersey. Alice and Joseph were the parents of two children; a son and a daughter.
