Son of Elmer Joseph Kempton and Caroline Moore. Howard graduated from Payson High School in 1936 where he participated in football, basketball, and track, setting a new state record in the relay. He graduated from Brigham Young University in 1940 where he played on the BYU football team. He married Mary Alice Davis on June 28, 1940 in Payson Utah (later solemnized in the Salt Lake Temple on June 28, 1950). Served in the Navy in World War II on Attu in the Aleutian Islands, Alaska. Worked at Kennecott Copper for over 40 years, retiring as Chief Chemist. He was also a District Commissioner for the Boy Scouts of America. Howard was an avid sports fan and BYU supporter and he enjoyed gardening and fruit farming at his orchard. He was an active member of the Church of Jesus Christ of Latter-day Saints and served as Ward Clerk for five different Bishoprics and as the Bishop of the Midvale 4th Ward. He also served on the High Council for over 15 years.
