He was born in Monroe County, Ohio the son of George and Susannah Horton Crow. He married Eliza Margaret Polsley. She died in 1917 in Jackson County WV. He was a prominent business man and public servant in the Ripley WV area. He was survived by three children; George Samuel, R. C. and Mrs. H. S. Armstrong. Beside his wife, also preceding him in death were his children, Daniel P., John , E. C. , and Mrs. T. E. Rymer.
