Neal was born in Whiteside County on March 2, 1937, the son of LaClieve and Gertrude (Housenga) Abbott. He attended Clinton Schools. Neal married Anita Treakle on June 25, 1966 in Morrison.
He was preceded in death by his parents; a son, James; three brothers, Raymond, Ross and Donald "Duke" Abbott and a sister, Jewell Hoxtell.
