Civil War Engineer. Worked making maps for the Union Army, serving in Company A, 13th Wisconsin Infantry from September 12, 1861 until November 19, 1864. He was in command of the Topographical engineers of the Army of Cumberland. After the war he worked as a civil engineer in Janesville. He was a son of Rev. Thomas and Maria (Hutchins) Ruger.

His parents moved from Lima to Bridgewater, Oneida county, thence to Sherburne in Chenango county, thence to Marcellus in Onondaga county, all in the state of New York. While at Marcellus, Edward Ruger attended public school.
