Civil War Union Officer. He was a son of Rev. Thomas Benjamin and Maria (Hutchins) Ruger. He was admitted to the Wisconsin Bar in 1859. Captain Ruger enlisted in Company A of the 13th Wisconsin Infantry on September 21, 1861 and was commissioned 2nd Lieutenant. He was appointed Assistant Adjutant General by President Lincoln in July 1862 with the rank of Captain. He mustered out in July 1865 with a brevet of Major. He continued his occupation as attorney after the war. He married Marion Roessle in 1866.
