Elmer was the son of William and Ema Stoops of Missouri. He married Virginia and had 5 children; Clarice (Schmitt), Craig, Carl, Paul and (Cecelia) Ruby (Oliason). Elmer's family moved to Idaho in 1910. He farmed near Star Idaho.
