Parley is a son of Joseph Smith Ingram and Melissa Ann Riggs - fifth of their nine children. His siblings are: stillborn son, William Edward, Joseph Albert, Rosella, Sarah Amanda, Rhoda Ann, Ammon Riggs, and Herman Smith. The family moved from southern Utah, to Nephi, Utah, and then to southeastern Idaho as Ammon was growing up.
On his draft registration card for World War I it is noted that Parley was of medium height and stout build, also that he had blue eyes and light colored hair. Parley served in World War I.
After the war he returned to his parents' home and worked in the Sugar City sugar factory.
Parley does not show on the US 1930 or 1940 Census. He did not marry. His sister, Rhoda, also lived in La Grande, Oregon.
