Son of Azariah Houston Cobb (1859-1916) and Mary Elizabeth Johnson (1856-1941). Walter was born in the Greenwood community of northeast Wise County, Texas.

He married Ettie Matilde True in 1910 in Audubon, Wise County and they eventually settled in Briscoe County near Flomot community. They had four children:

Woodrow Wilson Cobb 1913-1997
Edith E. Cobb 1914-
William Orville "Runt" Cobb 1916-1984
