At the age of 21, on August 20, 1863 Francis enlisted as a Private in Company G of the 4th West Virginia Cavalry. He was discharged March, 8, 1864.
On July 21, 1864, Francis married Catherine Ann Shuman in Washington County, Ohio. The couple made a home there, where Francis was a farmer. They had 9 children.

According to Civil War Pension files, he had a status of Invalid in 1883, at the age of 41. According to the 1890 Census of Union Veterans, he was listed as "Crippled Kicked by Mule".
At the time of the 1900 Census, Francis was a patient at the Second Hospital for the Insane in Spencer, Roane, West Virginia. According to the 1910 and 1920 Census records, Francis was a patient at the Athens State Hospital in Athens, Ohio.
On March 26, 1921, Francis died in the Athens State Hospital, at the age of 80. He was buried in the Bean Cemetery, Guysville, Ohio. The death record listed his occupation as Retired Mechanic.
Although census records while Francis was in the State Hospitals listed various statuses, i.e. divorced, widowed; I believe this was inaccurate information given to the census taker. I believe Francis remained married to Catherine until his death, as she filed for his Civil War Pension as his Widow in May, 1921.
