Matthew was born in Jordan Hill, Renfrewshire, Scotland to James Rowan and Margaret Miller. They were a poor Protestant family, and in 1844 Matthew converted to the LDS Church.
He married Jane Martin on June 6, 1853 and they emigrated to the United States in 1855. Jane died during childbirth in 1862, and Matthew later married Annie Olsson on February 23, 1862. He and Annie had two children together.
