Farmer. Officer of the New York State Agricultural Society.
Political career. Took a conspicuous part in the presidential campaign of 1856. As a Republican, he was elected New York State Senator in 1859. In January, 1861 Hillhouse became Chairman of a Select Committee on National Affairs. He denounced the course of the Southern States, declaring that the State of New York was prepared to support the Federal Government, with her material as well as moral power, should war commence. In July, 1861 he became New York State Adjutant General, with the rank of Brigadier General. He served this post with marked distinction. "It is almost impossible to over-estimate the value of the labors of Adjutant-General Hillhouse, to the State and the nation." Through his untiring efforts, many New York State Regiments were placed into Federal service. Governor Edwin Morgan, through General Hillhouse, issued Special Orders Number 866, dated December 20, 1862, which created the New York State Bureau of Military Statistics. In 1865 Hillhouse became New York State Comptroller, serving for one year. Elected a trustee in 1882, of the Bank For Savings In The City of New York, and died while in office.
