Col. Earl Wayne Grogan, D.V.M., U.S. Army, Retired, age 87, a resident of The Army Residence Community (ARC) of San Antonio, Texas, died August 11, 2013.
He was born in Rugby, Red River County, Texas July 26, 1926 to the late Earl and Vera Grogan.
He attended Texas A&M University and graduated in 1946 with a Doctor of Veterinary Medicine (DVM.) degree.
After a short time in veterinary practice in Fort Worth, Texas, he was commissioned as a First Lieutenant in the U.S. Army Veterinary Corps October 23, 1946, and after serving 29 years active duty in the Regular Army, he retired in the rank of full Colonel on September 1, 1975. His military awards included the Legion of Merit.
He married Alice Elizabeth Allen on March 25, 1950.
Col. Grogan is survived by his wife of 63 years, Alice (Allen); two sons, Wayne (Connie) of Madison, Wisconsin, and Allen (Susie) of Los Angeles, California; a sister Ruth (Richard Palmer) of Houston, Texas, and a brother Ralph (Bonnie) of Tulsa, Oklahoma. Also surviving are five grandchildren, Alexander of New York City, Scott of Madison, Wisconsin, Laura of Madison, Wisconsin, Travis of Laguna Beach, California, Tess of Portland, Oregon, and several nieces and nephews.
He was predeceased by his parents, Earl and Vera Grogan, and two brothers, Forrest and Lloyd.
His 29 years of active military service included tours in major Army area medical laboratories in: Ft. Omaha, Nebraska; Ft. Sheridan, Illinois; Ft. Meade, Maryland; Landstuhl Army Medical Center, Germany; and Ft. Sam Houston, Texas. In addition, he served two tours at the Walter Reed Army Institute of Research (WRAIR) in Washington DC, and a tour at the U.S. Army Medical Unit at Ft. Detrick, Maryland. From 1966 to 1969 he served in a staff and command position in Japan.
Under Army sponsorship he took postgraduate training at The Johns Hopkins University School of Hygiene and Public Health in 1950-1951 in Baltimore, Maryland and was awarded a Master of Public Health (MPH) degree.
In 1967 and 1968 he served temporary duty assignments in Vietnam as an expert scientific consultant to the U.S. Army and the U.S. Agency for International Development (AID) on technologies for producing and processing veterinary biologics by the South Vietnamese government and its scientists.
After retiring from the Army on September 1, 1975, he served a second career of 12 years, until 1987, as a staff officer in the National Research Council (NRC), National Academy of Sciences (NAS), Washington DC, as Director of the Institute of Laboratory Animal Resources (ILAR). With committees of experts in biomedical research, the unit develops reports and guidelines on care and use of laboratory animals; these NRC/NAS documents and philosophies are recognized nationally and internationally as the basis for appropriate and humane care and use of laboratory animals in biomedical research.
He served as a member of the Board of Directors of the Army Medical Department (AMEDD) Museum at Ft. Sam Houston, Texas. He was a member of the American Veterinary Medical Association (AVMA) and a diplomate of its specialty board, the American Board of Veterinary Public Health. He was a life member of the District of Columbia Veterinary Medical Association (DCVMA) and served a term as its elected president.
He was a member of the Sons of the American Revolution (SAR).
Services for Col. Grogan will be private with burial in the Arlington National Cemetery in Virginia, with full military honors.
