He married Massey Wilson on February 3, 1806 in Monongalia, Virgina at the age of 26. To their union they had five children: John Clelland (1809-1889), James Clelland, III (1811-1889), Rebecca Clelland (1812-1902), Mary A. Clelland (1814-1892), and Massie Clelland (1815-?).
After the death of his first wife, he married Sarah (Sally) Morgan (1784-1868) on September 14, 1818 at the age of 38 in Tyler, Monogalia County, West Virginia. He had two children with his second wife: Drusilla Clelland (1819-?), and Zackwell Clelland (1823-?).
He died January 8, 1849 in Taylor County, West Virginia. His grave/burial site is unknown.
