Walter was born to Walter Oree and Mary Judge Oree, but during his young teen years he was sent to work on the farm and country store of William Lois Small and his wife Maud Faustenia Hapworth Small. He became one of the family and soon he desired to claim them as parents and their son Howard Edwin and daughter Georgia Etta as his siblings. He had his name legally changed to Small. He married Ellen Elizabeth Kitchin 21 February 1915 in Waterville, Kennebec, Maine, United States. They had four children.
