John was the second child of Michael Papa and Elizabeth K. Miskovic. He arrived in the U.S. with his family aboard the S.S. Kroonland in 1909, at the age of 3. At about 14 years of age, he developed grand-mal epilepsy. He later lived at the State Village for Epileptics in Skillman, NJ.

He was able to work as a store clerk for a time. He never married.
